What this isn’t
- Not central planning.
- Not a surveillance system.
- Not a tech mandate. Nobody needs a wearable, an AI assistant, or a smartphone to eat.
The five layers
- Production — farms, kitchens, controlled-environment racks, and other supply nodes that stay independent.
- Distribution — inventory, capacity, time windows, cold chain, and need as signals, not as a single warehouse.
- Nutrition — culturally appropriate food, allergies, household composition. Clinical data optional and separately governed.
- Waste — surplus and spoilage as routable states, not invisible disposal.
- Economics and policy — public benefits, procurement, philanthropy, and commercial sales can coexist. Local governance keeps the rules.
Coordination layer
The missing piece is not another food program. It is a common language.
A farm publishes a SupplyOffer. A pantry publishes a DemandRequest. Movement becomes a TransferRequest. Delivery creates a FulfillmentReceipt. Food that doesn’t make it is a WasteEvent. When a human rejects the machine, that is an OverrideEvent.
The protocol coordinates. It does not own the participants.
What could break
A pilot that cannot fail cannot be trusted. Stop or redesign if cost per fulfilled unit stays flat or rises, reliability is worse than baseline, partner burden goes up, coverage parity deteriorates, privacy complaints exceed a published threshold, safety decisions cannot be reconstructed, or a vendor becomes indispensable despite portability rules.
Modeled city-scale numbers from earlier versions are modeled, not observed. v2.1 does not hard-code 25%, 30%, or 40% improvement claims.
One node, not the city
Neon Eden is Node 01: an Appleton garage, microgreens, a 10-to-14-day loop. It tests production. It does not prove the coordination layer.
